Antes del primer gobierno de Rosas, se encontraba al frente de la provincia Martín Rodríguez. Por idea de Rivadavia a fines de 1822 se contrata un empréstito con la finalidad de construir un puerto en Buenos Aires, dotar de agua corriente a la ciudad y fundar tres pueblos en la frontera.
